Giving c2c Rail a Real-World Picture of Risk Across Its Estate

25 managed stations · 28 stations served · Essex Thameside franchise

c2c is an English train operating company owned by Trenitalia, running the Essex Thameside franchise from London Fenchurch Street to East London and Essex. c2c manages 25 stations and turned to TCW to manage the flow of electrical test certification and compliance data coming in from its supply chain — and gained a real-world picture of risk for the first time.

The detail

The Problem

As both a train operator and an infrastructure manager, c2c's asset team was managing electrical, mechanical and fire systems across a large railway, with high volumes of test certification arriving from the supply chain. Manually reading paperwork was not a realistic use of an asset manager's time, and without validation there was no reliable way to see the true compliance position — or the risk sitting behind it.

What TCW Did

c2c engaged TCW to manage the workflow of data coming in from its supply chain. Every certificate is checked the moment it arrives, turning compliance paperwork into assurance: a real-world picture of compliance across the supply chain, high-level reporting for the executive team, and extracted asset intelligence — including obsolescence planning that flags technology reaching end of life.

From Compliance Tool to Assurance Tool

TCW started for c2c as a compliance tool, but the output of that compliance was an awareness of risk — so it became an assurance tool. For the first time, the organisation gets a real-world picture of what compliance looks like in its supply chain.

The system identified issues the asset team may never have had time to look for, given the diversity of managing electrical, mechanical and fire systems across a very large railway.

Intelligence Beyond the Certificate

One of the unexpected gains was the data TCW extracts from the information c2c already had. It flags assets whose technology is now obsolete — obsolescence planning that any infrastructure manager should be thinking about.

The executive team now has high-level reporting, and the technology continues to evolve and exceed expectations.

The Benefits

  • Assurance, not just compliance — a real-world picture of risk across the supply chain.
  • Executive-level reporting on the true compliance position.
  • Asset data extracted from certification, including obsolescence planning.
  • Issues identified that day-to-day management time would never have surfaced.
  • Trust and confidence in an environment where risk is high and trust can be low.
  • Asset manager time released from paperwork to proactive management.

Hear It From the Client

“The use of TCW has blown open the doors for a small train operator come infrastructure manager. We now have a grasp on key asset data. Our exec team have high level reporting and the technology seems to constantly evolve and exceed expectations. It's a pleasure to partner with a forward thinking system that does so much more than read a document. It inspires trust and confidence in an area where risk is high and trust can be low.”
